What is the wheat dock for low test weight on soft red winter wheat in your area?

I got docked $0.40 A bushel on some wheat I sold at our local elevator. The local price was $4.80 and wheat tested 11.6 % moisture, .5% foreign matter and 56 # test weight. I believe this is the first time I have been docked for test weight and this was a surprise. I have sold the same elevator some 62 # test weight wheat and did not get any bonus. In my way of looking at it, I got paid less bushels because of my low test weight and now I am paying again.
