Most likely the meter is binding in the housing. Empty the tank and remove and clean the meter. There is a plastic piece below the meter on the bottom half of the housing that can get pushed up from fertilizer buildup/corrosion. Also check the bearings on the meter. Otherwise check the meter speed sensor and the hydraulic system. I removed the small in line filters on mine as newer carts didn't even put them on.
