What is the best way to apply conventional fertilizer at planting with cotton? Cannot be in-furrow!

What is the best way to apply conventional fertilizer at planting with planter with cotton? Cannot be in-furrow! I do not want to spend the extra on popup fertilizer. Cotton is the most sensitive seed to the salt index. Phosphorus needs to be placed 4"-6" deep and 2" offset from seed. We have been putting down 17-17-0-5. Open to dry or liquid solutions, we just don't have a cart to pull dry.

Can never get the 4"-6" deep with planter in my experience. We were pulling a dry cart behind the planter but couldn't ever get the dry plac...
