Does anyone know any specifics of the new stimulus program and how to calculate/estimate payments?

I’ve read that “row crop farmers will receive $20/acre”. Will it be for base acres or actual planted acres in 2020? I’m also curious to know if payments for wheat (HRW) acres will be made on acres harvested in 2020 or acres planted in 2020. It would make sense for other crops such as corn or sorghum planted and harvested in 2020 to use those/2020 acres.
